Section 10, Article II of Republic Act No. 544, as amended (the “Civil Engineering Law”), which lists the subjects for which applicants shall be examined and empowers the Board to examine applicants in the enumerated subjects.
Three subjects: (a) Mathematics, Surveying and Transportation Engineering — 35% weight, 5 hours; (b) Hydraulics & Geotechnical Engineering — 30% weight, 4 hours; (c) Structural Engineering and Construction — 35% weight, 5 hours.
The Commission on Higher Education (CHED) promulgated a new Civil Engineering curriculum effective school year 2008-2009, and the Board promulgated new syllabi to harmonize with that curriculum.
To harmonize the examination subjects with the new CHED curriculum and the Board’s revised syllabi.
(a) Mathematics, Surveying, Transportation Engineering and Basic Engineering Sciences — 33 1/3% weight, 4 hours; (b) Geotechnical Engineering, Water Resources, Hydraulics, Environmental Engineering and Safety Management — 33 1/3% weight, 4 hours; (c) Structural Engineering, Building Design, Construction and Civil Engineering Documents — 33 1/3% weight, 4 hours.
It means multiple related topics (listed in each cluster) are grouped under one examination subject category for purposes of the BLECE.
Examples from the resolution include algebra, analytic geometry, differential calculus, probability and statistics, surveying, highway engineering, drawing, computer fundamentals and programming, statics of rigid bodies, engineering economy, engineering management, and others.
Examples include soil mechanics, foundations, mechanics of fluids, hydraulics, hydrology, water resources engineering, environmental engineering, and safety management.
Examples include structural theory, reinforced concrete design, steel and timber design, building design, construction materials and testing, construction methods, project management, civil engineering laws, contracts, and specifications.
It equalized the weights to 33 1/3% each for the three clustered subjects.
All three clustered subjects were given a uniform four (4) hours duration, replacing the prior differing durations (5 hours, 4 hours, 5 hours).
The resolution states that the new subjects, weights, time allotments, and time schedules shall be implemented in the November 2013 BLECE.
It takes effect after fifteen (15) days following its full and complete publication in the Official Gazette, or in a newspaper of general circulation in the Philippines.
A copy is to be furnished to the CHED, and to the schools, colleges, and universities offering the civil engineering course for dissemination to all concerned.
It establishes the administrative basis for the BLECE changes: CHED curriculum updates created the need, and the Board’s revised syllabi provided the specific academic alignment guiding the exam subject realignment.
