QuestionsQuestions (LTFRB MEMORANDUM CIRCULAR NO. 98-014)
To introduce and regulate a specific type of public transport service: the Public Utility Articulated Bus, pursuant to DOTC Department Order No. 98-1127.
Seating capacity of 70 and above, excluding the driver and conductor.
A gross vehicle weight of 20,000 kilograms and above.
An articulated coach with entry and exit doors, emergency exits, optional separate baggage compartment, and tempered glass windows.
Fixed route with regular, limited stops, or express service, as authorized.
Ordinary or Air-Conditioned.
Based on distance or zonal fare as authorized by the LTFRB.
It states that because of the moratorium, only petitions for conversion into Public Utility Articulated Bus of subsisting CPCs for bus service will be accepted.
It provides additional types of public transport service and modifies certain provisions, including the standard classification of public transport services—basis for introducing the articulated bus type.
Petitions for conversion into Public Utility Articulated Bus of subsisting Certificates of Public Convenience (CPCs) for bus service.
P 430.00 for the first five (5) units, and P 35.00 for each additional unit in excess of five.
The validity of the converted CPC is the same as its original expiry date.
All issuances or parts thereof that are inconsistent with the circular are modified accordingly, superseded, or revoked.
Fifteen (15) days after the filing of three (3) copies with the U.P. Law Center, pursuant to Presidential Memorandum Circular No. 11 dated October 9, 1992.
Because a moratorium restricts new franchise applications; conversion is a regulated pathway that uses existing CPC rights while aligning operations with the new articulated bus classification.
Since it is within the first five (5) units, the fee is P 430.00 for the first five units; thus, for one unit, the filing fee would be P 430.00.
