LTO MEMORANDUM

: It enjoins all LTO personnel to honor a specific LTFRB memorandum circular by not apprehending applicants who are covered by the authority to operate provisionally while their franchise application is being processed.
: Memorandum Circular No. 92-001 issued by the Land Transportation Franchising and Regulatory Board (LTFRB).
: Those applicants for franchises who are covered by LTFRB’s Memorandum Circular No. 92-001 on provisional authorities.
: They are enabled to operate the unit/s applied for immediately upon filing of the application.
: For a period of two (2) months or until the Certificate of Public Convenience has been issued, whichever is shorter.
: The issuance of the Certificate of Public Convenience.
: Immediately upon filing of the application for the franchise.
: LTO personnel concerned are enjoined to honor the circular by non-apprehension of those covered.
: It is stated to be in the “best interest of the service.”
: It states “For strict compliance.”

: Applicants can legally operate their applied unit/s without waiting for the Certificate of Public Convenience, but only for a limited period subject to issuance of the CPC or expiration of two months.
