It enjoins all LTO personnel to honor a specific LTFRB memorandum circular by not apprehending applicants who are covered by the authority to operate provisionally while their franchise application is being processed.
Memorandum Circular No. 92-001 issued by the Land Transportation Franchising and Regulatory Board (LTFRB).
Those applicants for franchises who are covered by LTFRB’s Memorandum Circular No. 92-001 on provisional authorities.
They are enabled to operate the unit/s applied for immediately upon filing of the application.
For a period of two (2) months or until the Certificate of Public Convenience has been issued, whichever is shorter.
The issuance of the Certificate of Public Convenience.
Immediately upon filing of the application for the franchise.
LTO personnel concerned are enjoined to honor the circular by non-apprehension of those covered.
It is stated to be in the “best interest of the service.”
It states “For strict compliance.”

Applicants can legally operate their applied unit/s without waiting for the Certificate of Public Convenience, but only for a limited period subject to issuance of the CPC or expiration of two months.
