It promulgates a standard classification for all public transport conveyances to avoid confusion among transport service providers and commuters, and to serve as the basis for the issuance of Certificates of Public Convenience (CPC) for all Public Utility Vehicles (PUVs).
Seating capacity must be 50 and above excluding the driver and conductor; gross vehicle weight must be 6,400 kg and above and/or 70 kg per passenger.
They must be coach-type with entry and exit doors, emergency exits, an optional separate baggage compartment, and tempered glass windows.
Routes may be fixed route, regular, limited-stop, or express; ventilation may be ordinary or air-conditioned; fares must be based on distance or zonal fare as authorized by the LTFRB.
Seating capacity must be 30 to 49 excluding the driver and conductor, with gross vehicle weight between 4,000 and 6,399 kg and/or 70 kg per passenger.
They must be mini-coach type with an entry/exit door, emergency exits, and an optional separate baggage compartment. Routes may be fixed (regular, limited-stop, or express) and ventilation may be ordinary or air-conditioned.
Seating capacity must be 12 to 32 excluding the driver; gross vehicle weight must be 2,500 kg and above and/or 70 kg per passenger; body make must be jitney type/AUV.
The order states that operation is discouraged along major arterials in urban areas.
Ceiling distance for urban routes is 15 km; for inter-urban/provincial routes is 30 km. Exceptions may be allowed if otherwise authorized.
Filcab must have seating capacity 7 to 11 excluding the driver, gross vehicle weight maximum of 2,500 kg and/or 70 kg per passenger, and may operate on fixed routes (regular/limited-stop/express) or variable routes within a specified area as authorized.
It should not compete with higher-occupancy public utility vehicles on the majority of the route.
Taxi is a four- or five-door automobile seating 4 excluding the driver, with no fixed route within a specified area, and no more than four passengers may be carried.
Taxis: fares follow a minimum rate plus fee per unit distance and unit time; no fixed route within a specified area. Vehicles for hire: no fixed route; fares are per engagement plus fee per unit time as approved by the LTFRB.
Shuttle Service has no fixed route and is based on a valid contract between an establishment or a residents association and a common carrier; it is also restricted to special service to employees or association members only.
They operate on special tour trips without fixed routes to/from any tourist area, require PTA/DOT accreditation, have rates approved by LTFRB, and must not pick up passengers along the way.
Public transport services with subsisting franchises that may be affected are allowed to operate until the validity of the covering CPC has expired. For new franchise applications, vehicles subject of the new franchises must be covered by these guidelines.
It takes effect fifteen (15) days following its publication in the Official Gazette or in a newspaper of general circulation, or upon filing of three (3) copies with the U.P. Law Center pursuant to Presidential Memorandum Circular No. 11 (09 October 1992).
