Gloria Macapagal-Arroyo's Executive Order No. 306 mandates the use of government-issued identity documents, such as passports and driver's licenses, to prevent violations related to false identities and enhance compliance with various laws.

Valid documents for identity verification include a passport issued by the DFA, a driver's license issued by the LTO, a member's identity card issued by the SSS, and a valid non-driver's identity document issued by the LTO.

The Philippine Passport Act of 1996 (Republic Act No. 8239) designates the passport as an official document superior to all other official documents.

The Executive Order helps enforce laws such as the Anti-Money Laundering Act of 2002 (RA No. 9160), the Revised Penal Code regarding use of fictitious names, the Civil Code regarding use of different names and surnames, the Philippine Immigration Act of 1940 (Commonwealth Act No. 613), the Tax Reform Act of 1997 (RA 8424), Presidential Decree No. 1829, and Commonwealth Act No. 142 as amended by RA No. 6085.

The Revised Penal Code penalizes the public use of a fictitious name to conceal a crime, evade the execution of a judgment, or cause damage (Art. 178), conceal a person's true name and personal circumstances (Art. 178, second paragraph), and defraud another by using a fictitious name (Art. 315).

All executive orders or issuances, or portions thereof, that are inconsistent with this Executive Order are revoked, amended, or modified accordingly.

Using a fictitious name publicly to conceal a crime, evade prosecution, or execution of a judgment is penalized under various laws cited in the Executive Order such as the Revised Penal Code, Presidential Decree No. 1829, and others, which seek to deter such acts as they obstruct justice and the rule of law.
