The primary purpose is to enhance the safety and quality of shipping services in the inter-island trade by imposing preventive safety measures on Philippine-registered vessels carrying passengers in domestic trade.

Two means of escape or emergency exits accessible to passengers must be provided in all general areas.

Locking doors are not allowed except for crash doors or locking devices that can be easily forced open in an emergency, and permanent/conspicuous notice must be posted at both sides of the door/exits.

First infraction: P5,000 fine; Second infraction: P10,000 fine; Third infraction: P25,000 fine and/or suspension/revocation of Seafarer's Identification and Record Book (SIRB) and/or STCW Endorsement Certificate.
