Under Section 15 of Republic Act No. 8551, the age, height, and weight requirements for initial appointment to the PNP may be waived only when the number of qualified applicants falls below the minimum annual quota.
The age requirement may be waived only when the number of qualified applicants falls below the approved national/regional quota. Additionally, the applicant must not be less than 20 nor more than 35 years of age (i.e., not yet 36 on the date of issuance of the appointment).
A person is considered not over 35 if he/she has not yet reached the 36th birthday on the date of issuance of the appointment.

The folder of applicants who passed evaluation is endorsed by PNPas and submitted to the Commission En Banc through the Office of the Vice-Chairman and Executive Officer. The VCEO presents the folder directly to the Commission En Banc for disposition.

Yes. An applicant with a waiver may use it for succeeding recruitment periods if he/she fails to be appointed for the current recruitment period, subject to the proviso in paragraph D, subparagraph (7) of the circular.
The Resolution granting waiver remains effective as long as the applicant abides by the conditions in paragraph A, subparagraphs (2), (3), (4) (i.e., limits/criteria for age waiver, height waiver requirements, and weight compliance time/conditions).
