It prescribes rules and regulations on the seniority, appointment, promotion, elimination (separation), and utilization in time of emergency of officers of the Corps of Professors of the Philippine Military Academy.

Members of the Corps of Professors are appointed as regular officers in a separate promotion list called the Corps of Professors promotion list, and they are in addition to the authorized numbers of commissioned officers by grade for the Regular Force under Section 3 of Republic Act No. 291.

Seniority refers to the relative positions of officers as indicated in the Corps of Professors promotion list.

Dean is senior in both academic rank and military grade; for academic ranks: professor corresponds to 0-5 initially (and 0-6 later), associate professor corresponds to 0-4 initially (and 0-5 later), and assistant professor corresponds to 0-3 initially (and 0-4 later).

It is based on the names of all officers carried in the list, establishing permanent relative seniority subject to exceptions. The Corps of Professors promotion list as of January 10, 1956 (as amended) becomes the basis of subsequent lists. The Chief of Staff causes changes for separations, appointments, promotions, loss of rank, and other lawful changes, and publishes the corrected list to the Armed Forces at least once a year.

Officers are arranged by grade in the order 0-6, 0-5, 0-4, 0-3. Among officers of the same grade, the officer whose name appears first is the senior; the next in order is senior next below, and so on.

The Dean is designated from among members of the Corps of Professors. He is senior in academic rank and military grade to all other members of the Corps of Professors.

No applicant may be initially appointed as professor unless he has a doctoral degree, and no applicant may be initially appointed as associate professor unless he has a master’s degree, both from an accredited field of study in the relevant subject area.

They may be appointed upon their own application and, except as provided, are appointed in the same commissioned grade they held at the date of appointment. Separately, the Chief of Staff may detail qualified officers to teach for specified periods without separating them from their arms/services and without subjecting them to the Corps of Professors rules.

If initially appointed in certain academic ranks (professor, associate professor, assistant professor) and the officer holds a lower grade at the time of appointment, he is concurrently appointed in the corresponding military grade indicated.

(1) If appointed in a grade higher than his current grade, he is placed at the bottom of officers of the grade to which he is appointed. (2) If appointed in the same grade, he is placed immediately below the most junior officer of that grade who has the same or longer accumulated service in such grade.

A professor (0-5) is promoted to 0-6 upon completion of eight years of accumulated active commissioned service in 0-5, and must have rendered at least six years of satisfactory service in the Corps of Professors. Promotion to 0-6 is the highest grade in that academic rank and is subject to confirmation of the Commission on Appointments.

Associate professor (0-4) -> 0-5 upon completion of seven years accumulated active commissioned service in 0-4, with at least five years satisfactory service in the Corps. Assistant professor (0-3) -> 0-4 upon completion of five years accumulated active commissioned service in 0-3, with at least four years satisfactory service in the Corps.

When an officer in any grade is promoted to the next higher grade under the promotion rules for academic rank, all officers of the same grade and same academic rank who are senior to such officer are also promoted to the next higher grade together with him, if the Corps of Professors promotion board finds them qualified.

The Chief of Staff designates the Dean and Heads upon recommendation of the Superintendent. Upon vacancy, the designated member is promoted in grade or advanced in seniority (whichever necessary) to give him seniority over others in the Corps/that department, without exceeding the highest commissioned grade authorized for his academic rank. They must have served at least five years as members of the Corps for Dean, and at least three years for department Heads, as of designation.

For academic rank: a board of officers (Dean + at least four other senior officers not members of the Corps of Professors) meets at least annually for eligibility assessment and recommends to the Chief of Staff. For military grade: recommendations are made by a separate promotion board appointed by the Secretary of National Defense (at least five officers not members of the Corps) for a one-year term; their operation is subject to specified provisions of RA 291, and the President approves promotions.

Service rendered in grade at least 0-3 as a member of the academic faculty may be credited for promotion in academic rank and commissioned grade, but the amount credited cannot exceed four years.

A member who demonstrates outstanding performance may be temporarily promoted to the next higher military grade upon recommendation of the Dean through the Superintendent, irrespective of length of service in grade, but the temporary promotion must not result in exceeding the maximum military grade authorized for his academic rank.

Associate professors who are not advanced after completing nine years in such academic ranks and assistant professors who are not advanced after completing seven years are separated from service without prejudice to separation or retirement benefits under Republic Act No. 340.

If needed for the mission of the Armed Forces, they may be detailed with arms/services where best qualified at the President’s discretion. If the situation would not warrant continuous operation of the PMA, they are detailed to other arms/services where best qualified. However, no transfers of Corps of Professors to any other arm, branch, service, or promotion list are permitted.
