The primary policy of the State is to provide support and assistance to the motion picture industry in the Philippines, aiming to integrate and correlate its business, economic, and commercial functions to make it a dynamic instrument for national cultural growth and development.

The Cultural Center of the Philippines (CCP) is designated as the government agency to implement the policy, either by itself or through its supporting bodies.

The Filipino Motion Picture Development Board is an arm of the Cultural Center of the Philippines created under Executive Order No. 640-A. It is tasked to promote the preservation, growth, and development of motion picture art and science in the Philippines.

1. Establish, operate, and maintain the Film Academy of the Philippines for recognizing significant accomplishments in motion picture art and science. 2. Establish and maintain the Film Fund to provide financial assistance for motion picture projects. 3. Establish and maintain a Board of Standards for formulating a national film rating and classification system and administering related tax incentives.

The Film Academy of the Philippines is an institution established by the Filipino Motion Picture Development Board to recognize and reward significant efforts and accomplishments in the development of the motion picture art and science. It also offers educational programs, scholarships, and grants to further develop film talents.

The Board of Standards is an administrative unit under the Filipino Motion Picture Development Board responsible for formulating and administering a national film rating and classification system. It also administers and enforces tax incentives related to film productions based on their rating, in coordination with the Ministry of Finance.

The Board is composed of seven members. The Chairman of the Cultural Center of the Philippines acts as the Chairman of the Board. Other members include the Director-General of the Film Academy, the Film Fund, the Film Archives, the Board of Standards, and two representatives of the Cultural Center of the Philippines designated for their commitment to Philippine cinema.

The Director-Generals for the Film Academy, Film Fund, Film Archives, and Board of Standards are appointed by the Chairman of the Cultural Center of the Philippines from respected members of the Philippine motion picture industry. The term for the Directors of the Film Academy, Film Archives, and Board of Standards is two years, while the Director-General for the Film Fund serves a one-year term and may not engage in any feature film project during that term.

The International Film Foundation, Inc. is affiliated with the Cultural Center of the Philippines to assist the Filipino Motion Picture Development Board in activities related to the financial growth and stability of the motion picture industry, including organizing international film festivals, maintaining theaters and archives, importing raw materials, and supporting Filipino-made film projects.

An amount of ONE MILLION PESOS (P1,000,000.00) is appropriated from the General Fund for initial operations, with an annual budgetary appropriation of TEN MILLION PESOS (P10,000,000.00) subject to applicable laws, rules, and regulations thereafter.

The Cultural Center of the Philippines is authorized to establish, construct, administer, and maintain a Film Center and related buildings and facilities within the Cultural Center Complex to serve the motion picture industry's requirements.
