The Civil Service Commission mandates pre-employment mental, physical, and medical examinations—including blood tests, urinalysis, chest X-rays, drug tests, and neuro-psychiatric evaluations—to enhance employee productivity and ensure fitness for government service.

It is issued pursuant to CSC Resolution No. 97-4683 dated December 18, 1997.
