The Board includes the Chairperson of CHED (Chairperson), the University President (Vice Chairperson), Chairpersons of Senate and House education committees, Regional Directors of NEDA and DOST, Presidents of the federation of faculty, student councils, alumni associations, and two prominent private sector citizens.

The Board has general corporate powers, including promulgating rules and regulations, fixing tuition and fees, appointing officials, approving curricula, awarding honorary degrees, establishing research centers, entering into joint ventures, and other powers necessary for university governance.

The Board may fix tuition and other school charges, implement a socialized tuition scheme for poor but deserving students, and retain income generated for university development. Fiduciary fees must be used for their specific purposes.

The University President is appointed by the Board upon recommendation of a search committee for a term of four years and is eligible for reappointment for another term. The incumbent President of the Polytechnic State College of Antique may serve as the first University President if qualified.

The University enjoys academic freedom and institutional autonomy as guaranteed by the Philippine Constitution, allowing it control over academic and administrative matters within the state policies and CHED regulations.

All assets, liabilities, records, and personnel of the Polytechnic State College of Antique are transferred to the University. Positions, rights, and security of tenure of faculty and personnel are respected.
