The Polytechnic State College of Antique (PSCA) in Sibalom, Antique, including its Hamtic Campus and Tario Lim Ruiz Campus in Tibiao, is converted into a state university known as the University of Antique (UA).
The main campus is in Sibalom, Antique.
The University shall provide advanced education, higher technological and professional instruction/training in specified fields; conduct research and extension services to support Antique’s socioeconomic development; and provide progressive leadership in its areas of specialization.
No degree program shall be offered without prior approval by the Commission on Higher Education (CHED) before Board approval.
The existing high school(s) are transferred to the jurisdiction and supervision of the Department of Education (DepED), but they may remain and operate within the University campus until currently enrolled students complete high school.
It includes the CHED Chairperson (Chairperson), University President (Vice Chairperson), Senate Education Committee Chairperson, House Higher and Technical Education Committee Chairperson, NEDA Regional Director, DOST Regional Director, presidents of faculty associations/student councils/alumni associations, and two prominent private-sector citizens.
The Board appoints them from a list of at least five qualified persons in Antique recommended by a search committee constituted by the University President, in consultation with the CHED Chairperson and other Board members, using normal standards and qualifications.
They serve for a term of two (2) years from the date of appointment.
The Board may approve curricula and instructional programs and rules of discipline drawn by the Administrative and Academic Councils, set policies on admission and graduation, and award honorary degrees/certificates as authorized by the law and within its academic competence.
The Board may fix tuition and other school charges after consultation; these fees/charges (including subsidies and other University-generated income) constitute special trust funds deposited in an authorized government depository bank, with interests forming part of the same funds. Income may be retained and disbursed for instruction, research, extension, or related programs, with fiduciary fees disbursed for their specific purpose.
The Board convenes at least once every quarter and may call special meetings with prior written notice. Quorum is majority of all Board members holding office at the time, with the Chairperson of the Board or the University President present.
No political beliefs, gender preference, cultural/community affiliation or ethnic origin, or religious opinion/affiliation may be a matter of inquiry in faculty appointments. Teaching for or against any particular church or religious sect is prohibited.
The University must provide a scholarship program and affirmative action programs for poor but deserving students who qualify. No student shall be denied admission for reasons of sex, religion, cultural/community affiliation, or ethnic origin.
The University enjoys academic freedom and institutional autonomy pursuant to Article XIV, Section 5(2) of the Constitution.
All assets (real and personal), personnel, and records of PSCA, as well as liabilities/obligations, are transferred to the University; positions and security of tenure of faculty and personnel under existing laws are respected.
