It prescribes policies and procedures for the investigation of major road traffic accidents—high-impact collisions resulting in multiple deaths/injuries, major property damage, or incidents that gained national attention.
Any traffic way accident involving motor vehicle(s) resulting in: (1) multiple deaths and serious injuries, (2) damage to property of such magnitude, and/or (3) an accident that gained national attention.
HPG leads investigations for major road accidents along the highways (expressways, national roads, provincial roads, and main city roads). NCRPO remains responsible for all road traffic accidents within NCR. PROs act as First Responders for major accidents along the highways and then turn over to HPG; PROs remain responsible for accidents on municipal and barangay roads within their jurisdictions.
They act as First Responders, support HPG in the scene, and then turn over the case to HPG for completion of procedural investigation and dispositions.
HPG conducts the procedural investigation on major accidents along highways in close coordination with First Responders; compiles databases from TARAS reports; submits immediate 5Ws and 1H reports; completes investigation for case filing and court attendance; and endorses recommendations to relevant agencies.
NCRPO performs investigative functions for road traffic accidents occurring within NCR, maintains NCR data base based on TARAS forms, coordinates with road safety functionaries, submits immediate 5Ws and 1H reports, completes investigation, and endorses remedial recommendations.
PCRD enhances/sustains public awareness on road safety and supervises media releases; PIO provides appropriate media coverage/press releases on road safety.
DC provides funds; DL provides necessary logistical equipment and support.
TARAS is the Traffic Accident Reporting and Analysis System used as an investigation reporting format to support nationwide data. OPR (per the SOP) facilitates issuance of TARAS forms to HPG in coordination with DPWH.
Initially cordon the area, secure/protect injured victims from further danger, take immediate pictures of the scene, and maintain records of events based on witness accounts, including identities of victims and hospitals.
First responders must secure and conduct necessary apprehensions of drivers involved.
They must inform HPG about the incident, noting the time the incident report was conveyed and the identity of the responding investigators; this is required for timely reporting and proper coordination.
Strict adherence to investigative procedures for handling and chain of custody of evidence, strict observance of the POP and human rights in police operations, and timely reporting are mandated.
HPG investigators must take copies of all notes and records from first responders with proper signed receipts and acknowledgements.
HPG may request necessary assistance from the local PNP-SOCO during the investigation.
They must continuously assist HPG, particularly in securing the scene, rescue and evacuation of victims, and traffic management.
LTFRB and LTO for possible suspension actions related to PUV franchise/operator permits/drivers licenses; and DPWH and concerned LGUs for accident-prone road infrastructure development.
It takes effect fifteen days from filing a copy at the University of the Philippines Law Center, consistent with Sections 3 and 4, Chapter 2, Book VII of Executive Order No. 292 (Revised Administrative Code of 1987).
All prior issuances, memoranda, rules and regulations inconsistent with the SOP are deemed repealed or amended accordingly.
