Executive Order No. 302 aims to ensure fair procurement practices in the Philippine government by promoting open competitive bidding, fair treatment of suppliers, and data collection for policy improvement.

The main purpose of Executive Order No. 302 is to provide policies, guidelines, rules, and regulations for the procurement of goods and supplies by the National Government to ensure the purchase of goods of acceptable quality at reasonable prices, fair treatment of suppliers, and efficiency through open competitive bidding.

It covers contracts for the procurement of goods and supplies for both project-related and normal/regular operations and maintenance activities of the National Government.

Contracts shall be awarded through public/open competitive bidding unless another type of procurement method is necessary as prescribed under the implementing rules and regulations of the EO.

The Committee is composed of a Chairman (at least third ranking official of the barangay Executive Officer), a Legal Officer as Secretary, one regular technical member and at least two provisional members with project knowledge designated by the agency head. There are also observers including a representative from the Commission on Audit and private sector representatives from the Philippine Chamber of Commerce Industry and end-user group or NGO.

Their primary functions are to conduct bidding, evaluate bidding results, and recommend the award of contract.

The Committee on Infrastructure (INFRACOM) of the NEDA Board, subject to the approval of the President, is responsible for this.

Yes, it repeals or modifies all Presidential directives, issuances, orders, rules, or regulations inconsistent with this Executive Order.

If any provision is held invalid, the other provisions not affected will remain valid and continue in operation.

It took effect immediately upon adoption on February 19, 1996.
