Republic Act 7430 is commonly known as 'AN ACT PROVIDING FOR OPTIMUM UTILIZATION OF PERSONNEL IN GOVERNMENT SERVICE THROUGH A SYSTEM OF ATTRITION, PROVIDING PENALTIES FOR VIOLATION THEREOF, AND FOR OTHER PURPOSES'.
The main purpose of RA 7430 is to provide for the optimum utilization of personnel in government service through a system of attrition and to impose penalties for violation of its provisions.
The Civil Service Commission (CSC), as the central personnel agency of the government, is tasked to monitor and render an annual report on the extent of compliance with RA 7430 to the President and Congress.
All departments and agencies, including government-owned and controlled corporations and their subsidiaries, local government units, and state universities and colleges are required to submit the reports.
The agency Administrative Officer or an equivalent position is responsible for the preparation and submission of the required personnel reports.
The required reports include: Semi-Annual Report on Government Personnel (Stat Form 1 and 1A), Monthly Report on Accession (Stat Form 2), and Monthly Report on Separation (Stat Form 3).
The Semi-Annual Report on Government Personnel (Stat Form 1) must include position titles per the DBM-approved Position Allocation List, salary grades, total number of authorized positions, total number of permanent and temporary employees, and total number of vacancies.
Local government units must submit statistical reports on personnel for uniformity of reporting as they are part of CSC's coverage, even though they are exempt from RA 7430 under the law.
The Monthly Report on Accession must include the name of personnel hired, date of birth, position title per DBM-approved PAL, appointment status, salary grade, mode of accession, effectivity date of appointment, and remarks such as basis of exemption from RA 7430.
Monthly reports on accession and separation are to be submitted every 5th day following the end of each month, starting August 1992.
Violation of the rules implementing RA 7430 shall be grounds for administrative disciplinary action as provided under Part V, Section of the Rules.
The categories include those who resigned, retired, were dismissed, died, transferred to another agency, or were separated for any other cause.
The first report, covering personnel as of June 16, 1992 (start of implementation) was due on August 31, 1992.
Agencies with highly centralized personnel systems should report all personnel of their central, regional, and field units to the CSC regional or field office where their appointments are processed and mark the report as 'CENTRALIZED' to avoid double counting.
The forms used are CSC Stat Form 1 and Form 1a (Semi-Annual Report on Government Personnel), Stat Form 2 (Monthly Report on Accession), and Stat Form 3 (Monthly Report on Separation).
The Civil Service Provincial/Field Offices consolidate all reports from agencies under their jurisdiction and forward them to the CSC Regional Office concerned.
