To improve pilotage service and ensure prompt and safe rendition of pilotage services by requiring the evaluation of all harbor pilots.
The Master or Port Captain must evaluate all harbor pilots assigned to service vessels using the attached Harbor Pilot Performance Evaluation Questionnaire.

The Authority’s objective is to ensure that pilotage services are rendered promptly and safely, and evaluation is one means to achieve that.
They review the evaluation results to determine the efficiency of the pilot being rated.
It takes effect immediately upon issuance (Adopted: 16 Oct. 2002), as stated in the circular.

It means the later circular elaborates or expands the earlier ethical/professional conduct provisions—here, Section 4 on boarding/disembarking and maneuvering—by implementing an evaluation system.
