Q&A (PRC Resolution NO. 04-239, S. 2004)

The resolution governs the payment of examination fees upon the filing of applications for licensure examinations and for registration without examination in the Philippines.

Section 7(n) of Republic Act No. 8981 empowers the Professional Regulation Commission to adopt and promulgate necessary rules and regulations.

Applicants for licensure examinations and those applying for registration without examination (such as conversion, upgrading, or under the grandfather clause) must pay examination fees upon filing their applications.

The examination fees paid by applicants whose applications are disapproved are forfeited in favor of the Professional Regulation Commission.

Before this resolution, applicants were required to pay examination fees only after their applications were approved by the concerned Professional Regulatory Board.

The PRC incurs operational expenses such as manpower services, electricity, supplies, and forms from the time of filing applications.

It took effect fifteen (15) days after the completion of its publication in the Official Gazette or in a newspaper of nationwide circulation, whichever was earlier.

Because the PRC already incurs various operational expenses upon receipt of applications, regardless of approval, and applicants are informed of the requirements prior to application submission.

It covers applicants for conversion, upgrading, or those qualified under the grandfather clause.

Copies are furnished to the Department of Education, Commission on Higher Education, and schools, colleges, or universities offering courses for licensure examinations, both public and private.
