Executive Order No. 279 establishes the independent municipality of Padre Garcia, formed from select barrios of Rosario, Batangas, with its government seat in Lumang Bayan, effective December 1, 1949.

The Executive Order No. 279 dated October 11, 1949, organized certain barrios of Rosario, Batangas, into an independent municipality.

The barrios are Lumang Bayan, Banaba, Banay-banay, Bawi, Castillo, Maugat, Pansol, Payapa, Tangob, San Miguel, San Felipe, and Quilo-quilo.

The organization was made pursuant to Section 68 of the Revised Administrative Code.

The new municipality is called Padre Garcia and its seat of government is at the barrio of Lumang Bayan.

North: the boundary between the City of Lipa and Rosario; East: the boundary between Tiaong, Quezon and Rosario; Southeast: Bayan River and its tributary to a point north of barrio Tiquiwan's poblacion; South and Southwest: line running west from said tributary point to Quiloquilo permanent dam, then to Pinagmuzonan culvert, then to Tampayak timber bridge, then following Tampayak Creek north to the Lipa and Rosario boundary.

The municipality of Rosario shall consist of its present territory minus the portion organized into the municipality of Padre Garcia.

The organization took effect on December 1, 1949.

The recommendation came from the Secretary of the Interior.

It was signed by President Elpidio Quirino and by the Executive Secretary Teodoro Evangelista.

The boundaries are described based on a map of Rosario (scale 1:40,000) and data submitted by the district engineer's third indorsement dated May 28, 1948.
