Executive Order No. 279, dated October 11, 1949, created the independent municipality of Padre Garcia.
The barrios of Lumang Bayan, Banaba, Banay-banay, Bawi, Castillo, Maugat, Pansol, Payapa, Tangob, San Miguel, San Felipe, and Quilo-quilo were organized into Padre Garcia.
The barrios were originally part of the municipality of Rosario, Batangas.
The seat of government is at the barrio of Lumang Bayan.
The organization took effect on December 1, 1949.
The northern boundary is the present boundary between the City of Lipa and Rosario.
The Bayan River, a south tributary of the Bayan River, Quiloquilo permanent dam in Quiloquilo Creek, and other physical landmarks such as Pinagmuzonan culvert and Tampayak timber bridge define the boundaries.
The municipality of Rosario comprises its present territory minus the portion that was organized into Padre Garcia.
Elpidio Quirino signed Executive Order No. 279 as President of the Philippines.
