The apprehending officer (AO) is responsible for accomplishing the Impounding Receipt of Motor Vehicle (IRMV) at the impounding area, which shall then be validated by the Motor Vehicle Custodian (MVC).

The AO must include the owner of the vehicle, complete address of the owner, complete name of driver, complete address of driver, telephone number, license number, DLR number, MV plate number, make of MV, type of body, year model, date and time, and must print name and signature in the AO box.

The MVC supervises/orders the stenciling of the chassis and motor numbers on the MVIR form and counter-checks with the AO for possible additional violations to be indicated in the Temporary Operators Permit (TOP).

No, no motor vehicle shall be accepted in the impounding area without the accomplished IRMV and TOP.

The registered owner/driver must present an Official Receipt for fine/penalty (xerox copy plus original for counter checking), IRMV with TOP (xerox copy), endorsement signed by the Assecas Office with original stamped ‘For Release’ signed by the Chief, LES/Chief Custodial Section with date and time, and a TAS resolution (xerox copy).

The Motor Vehicle Custodian and/or the security guard assigned at the impounding area shall be accountable for any lost/missing impounded motor vehicle, and for any item in the impounded MV when indicated in the checklist. Apprehending officers are responsible if the vehicle is not properly turned-over.

The MVC must submit the Daily report on impounded motor vehicle (LES Form No. 003) with the third copy of the IRMV, Daily report on release of impounded motor vehicles (LES Form No. 004), Monthly report on impounded motor vehicles (LES Form No. 005), and Monthly report on motor vehicles not claimed for more than six (6) months to the Chief, LES.

Impounded motor vehicles at the Central Office compound not claimed within one (1) month shall be transferred to the Las Piñas impounding area and/or other designated impounding areas of the LTO by the MVC and security guard escorted by a LES law enforcer.

The security guard may receive impounded vehicles in accordance with the procedures 1.2 and 1.3 for stenciling and inspection and must turn over the vehicles to the MVC on the first office hour of the following working day.
