The title of the ordinance is 'AN ORDINANCE CONVERTING 1st STREET, CASTILLA STREET AND VALENCIA STREET INCLUDING VALENCIA LOOP INTO ONE-WAY STREET.'
The ordinance was enacted by the City Council of Quezon City in regular session assembled.
The authority comes from Section 458 (a) (5) (iv) and (v) of Republic Act No. 7160, the Local Government Code of 1991, which empowers the city council to regulate streets and traffic in the interest of public welfare.
The ordinance converts 1st Street, Castilla Street, Valencia Street, and the Valencia Loop in Barangay Valencia into one-way streets.
The Department of Public Order and Safety (DPOS) and the Barangay Public Security Officer (BPSO) of Barangay Valencia are responsible for enforcement and implementation.
The Department of Public Order and Safety together with Barangay Valencia are mandated to install and place necessary traffic signage in an unobstructed location for the clear view and information of motorists and the public.
Any person found violating the ordinance shall be penalized with a fine ranging from Five Hundred Pesos (Php500.00) to Two Thousand Pesos (Php2,000.00).
All ordinances, local executive orders, rules and regulations or any part thereof inconsistent with this ordinance are repealed, modified, or amended accordingly.
If any provision is declared unconstitutional or invalid, the other provisions not affected shall remain in full force and effect pursuant to the separability clause.
This ordinance took effect upon its approval, which was on September 24, 2015.
