All ordinances, local executive orders, rules and regulations or any part thereof inconsistent with this ordinance are repealed, modified, or amended accordingly.

If any provision is declared unconstitutional or invalid, the other provisions not affected shall remain in full force and effect pursuant to the separability clause.

This ordinance took effect upon its approval, which was on September 24, 2015.
