The Omnibus Rules and Regulations establish the framework for creating and converting state educational institutions, ensuring quality higher education through specific guidelines on institutional capabilities, program offerings, and resource requirements.

The State shall give priority to education, science and technology, arts, and culture, protecting and promoting the right of all citizens to affordable quality education at the tertiary level.

Only one state university per region shall be established.

The total enrollment of a university shall not be less than 2,500 tertiary level students, and for a college, not less than 1,500; each course or degree program should have at least 100 students enrolled.

The feasibility study must be reflective of and responsive to the needs of the designated service area and comply with the provisions governing establishment of SUCs.

The institution must have institutional capability including graduates' average NSAT rating of at least 75%, qualified school head with a doctorate degree, faculty with required master's and doctorate degrees, adequate library with at least 5,000 non-duplicating books, adequate buildings and facilities, and compliance with CHED requirements.

At least 50% of the faculty must be master's degree holders and at least 5% must be doctorate degree holders.

The institution must have policies on admission, license exam passing percentage higher than national average, head must have a doctorate from Level III FAAP-certified institution, faculty qualifications of at least 50% masters and 25% doctorate holders, adequate library resources of at least 8,000 non-duplicating books and 10,000 volumes overall, and appropriate facilities.

It should be based on the approved proposed programs, existing institutional budgets, expected student population, curricular offerings, and proposed new positions or facilities as determined by the Commission on Higher Education.

Schools should develop a system of networking and linkages with other institutions in the province or region to enhance efficiency and complementation.

Other parts or provisions shall continue to be in full force and effect (separability clause).

This Omnibus Rules took effect upon approval by the Commission and after its complete publication in at least one newspaper of general circulation or the Official Gazette.
