MARINA implements a streamlined process for seafarers to file and obtain Certificates of Proficiency (COP) and STCW-related certificates, effective October 29, 2013, with designated areas for document evaluation, photo capture, and application submissions.

The new system is adopted in the interest of the service to better serve seafarers by streamlining and improving the efficiency of the filing and issuance process of COPs and other STCW-related certificates.

The new procedures took effect commencing on October 29, 2013.

After evaluation, each seafarer is required to have his photo taken at the designated photo booth located on the same room/level (7th Floor).

The seafarer shall be provided with the requisite uniform appropriate to his rank or position.

Applications from Maritime Training Institutions (MTIs) are accepted at the 6th Floor.

Regular batch applications for revalidation from Manning Agencies are accepted at the 6th Floor.

Payment and releasing of certificates remain at the 6th Floor.

The new procedures apply specifically to the filing and issuance of Certificates of Proficiency (COP) and other STCW (Standards of Training, Certification, and Watchkeeping)-related certificates for seafarers.
