The main purpose of Executive Order No. 127 is to modify the rates of import duty on certain imported articles under Section 104 of the Tariff and Customs Code of 1978 to implement Section 109 of Republic Act 8435, the Agriculture and Fisheries Modernization Act of 1997, in order to promote and foster efficiency and global competitiveness in the agriculture and fisheries sectors.

This Executive Order implements Section 109 of Republic Act No. 8435, also known as the Agriculture and Fisheries Modernization Act of 1997.

Section 109 provides that enterprises engaged in agriculture and fisheries, certified by the Department of Agriculture, shall be exempt from payment of tariff duties for the importation of agriculture and fishery inputs, machinery, and equipment for five years after the effectivity of the Act, provided the imported items are for exclusive use by the importing enterprise.

The tariff duty exemption lasts for five (5) years after the effectivity of Republic Act 8435.

Executive Order No. 133 series of 1999 initially implemented the tariff exemption under Section 109 of RA 8435.

Section 1 amends EO 133 by replacing the Economic Investigation and Intelligence Bureau (EIIB) with the Bureau of Customs (BOC) in Sections 1 and 6 of Rule VII and Section 2 of Rule VIII of Annex A of EO 133.

The articles listed in Annex B are accorded zero percent (0%) import duty up to February 8, 2003.
