The primary purpose is to issue guidelines on the publication of advertisements for manpower pooling purposes in the context of overseas employment.
All requests must be supported by manpower requests coming from the principal.
No, medical examinations shall not be conducted on applicants responding to manpower pooling advertisements.
Trade tests may only be required if the cost of the trade test is advanced by the agency concerned.
Agencies must submit a status report within 30 days from the date of publication stating the number of applicants registered per principal and skill category, and names and addresses of those trade tested per skill category including the name of the trade testing outfit, if any.
The agency must immediately terminate all registration/pooling of applicants for the particular principal and submit a terminal report within 10 days from termination stating the reasons and an inventory of applicants.
The report should include reasons why accreditation or job order approval has not materialized and an inventory of applicants as previously required.

The guidelines took effect immediately upon issuance on January 24, 1992.
