The Ministry of Energy, through the National Power Corporation, is responsible for the management, protection, development, and rehabilitation of the watershed areas in the geothermal reservation.

The Philippine National Oil Company-Energy Development Corporation (PNOC-EDC) was placed in charge of the geothermal reservation's administration.

Jurisdiction can be transferred by the President when public interest so requires, as provided under Section 1 of Presidential Decree No. 1515, as amended.

Executive Order No. 837 applies the provisions of Presidential Decree No. 1515, as amended, to include the Manito, Albay and Bacon Geothermal Reservation under the jurisdiction of the Ministry of Energy.

The order took effect immediately upon its signing on October 14, 1982.
