The legal basis is Presidential Decree No. 1515, as amended by Presidential Decree No. 1749, which vests jurisdiction, control, and regulation over watershed areas supporting water-based energy projects in the Ministry of Energy.
The watershed areas of the Manito, Albay and Bacon, Sorsogon Geothermal Reservation established under Proclamation No. 2036-A are covered by the order.
All logging activities within the reservation are prohibited, and all permits and licenses for logging operations previously issued are revoked to conserve forest cover and geothermal resources.
The Ministry of Energy, through the National Power Corporation, is responsible for the management, protection, development, and rehabilitation of the watershed areas in the geothermal reservation.
The Philippine National Oil Company-Energy Development Corporation (PNOC-EDC) was placed in charge of the geothermal reservation's administration.
