The management and implementation of the JITCO Skills and Technology Transfer Project (STTP) shall be the responsibility of the Philippine Overseas Employment Administration (POEA).

Technical interns refer to Filipino nationals, aged 18 to 40 years, currently employed and aiming to acquire advanced skills and technologies through industry training and technical internship in Japan.

TESDA-accredited sending organizations are responsible for selecting trainees, providing pre-deployment education, and sending technical interns to Japan, as well as conducting preparatory seminars such as Work Ethics Seminar, Japanese Cross Culture Seminar, and Japanese Language Orientation under supervision.

They must submit a valid visa stamped in the passport, certificates of attendance to preparatory seminars, employment contract with the implementing organization, medical certificate, information sheet, technical internship plan, undertaking of joint and solidary liability, POEA processing fee and OWWA membership fee, and PhilHealth premium charged to the intern.

It refers to the liability of the principal/employer and the recruitment agency/sending organization for any claims arising from the employment contract involving Filipino technical interns; it also extends to the officers, directors, or partners of the company related to claims from the supervising or implementing organizations.

Preparatory seminars include the Work Ethics Seminar, Japanese Cross Culture Seminar, Japanese Language Training Program, and Pre-Departure Orientation, focusing on ethics, culture, language skills, and intern rights and responsibilities.

No fees shall be collected from the technical interns for their selection and deployment, and no deductions shall be made from their allowances or wages except for host country prescribed allowable deductions such as taxes.

NRCO undertakes reintegration of returning technical interns, conducts debriefing, post-internship evaluation, prepares reintegration plans, documents implementation, and submits regular reintegration reports to JITCO.

Documents include Japan's license to conduct employment placement business, Special Power of Attorney to the POEA-licensed recruitment agency, technical intern offer with a list of implementing organizations, and a sample employment contract for technical intern training.

The registration is valid for a maximum of four years unless revoked due to expiration of the principal's business license, mutual agreement to terminate, false documentation or misrepresentation, final judgment in disciplinary action, or cancellation of the local agency's license.
