The Certificate of Good Standing, issued by the Cooperative Development Authority, requires cooperatives to submit specific documentation and ensures compliance with regulations, remaining valid for one year unless revoked for non-compliance.

Q&A (CDA MEMORANDUM CIRCULAR NO. 92-012)

The Certificate of Good Standing certifies that a cooperative is duly registered or confirmed, compliant with the Cooperative Code of the Philippines (R.A. 6938), and has no pending case with the Cooperative Development Authority (CDA). It is issued for a specific purpose stated in the application and is valid for one year.

The application must be made by the Chairman or an authorized officer of the cooperative through a letter stating the reason for requesting the certificate.

The cooperative must submit: 1) Letter-application signed by the Chairman or authorized officer, 2) Annual Report and audited Financial Statements of the preceding year, 3) Copy of up-to-date bonding of accountable officers/employees, 4) Minutes of the latest General Assembly Meeting and the results of elections of directors, and 5) Certification of no pending case with the CDA from the Legal Officer.

The CGS is valid for one year from issuance but may be revoked earlier by the CDA for non-compliance with R.A. 6938 and 6939, their implementing rules, and other relevant laws or circulars.

The certificate must include: office abbreviation and certificate number, complete name and address of the cooperative, registration/confirmation number and date, CDA office that registered the cooperative, net surplus amount, total member count, purpose of the certificate, place and date of issuance, and the name and signature of the issuing Director.

The report must list the date of issue, CGS number, cooperative name and address, purpose of issuance, type of cooperative, and expiry date. It should summarize the total number of CGS issued and provide a breakdown by type of cooperative.

The Certificate of Good Standing is issued under the provisions of Republic Act No. 6938, known as the Cooperative Code of the Philippines.

There must be a certification from the Legal Officer of the CDA that the cooperative has no pending administrative case with the Authority.
