Executive Order No. 358 establishes a unified national qualifications framework to bridge the gap between Technical-Vocational Education and Training (TVET) and Higher Education (HE) in the Philippines, allowing for easier transitions and recognition of skills between the two sectors.

The main purpose of Executive Order No. 358 is to institutionalize a ladderized interface between Technical-Vocational Education and Training (TVET) and Higher Education (HE) to allow easier transitions and progressions between the two educational sectors.

The Technical Education and Skills Development Authority (TESDA) and the Commission on Higher Education (CHED) are responsible for developing and implementing the unified national qualifications framework.

The key mechanisms include National System of Credit Transfer, Post-TVET Bridging Programs, System of Enhanced Equivalency, Adoption of Ladderized Curricula/Programs, Modularized Program Approach, Competency-Based Programs, Network of Dual-Sector Colleges or Universities, and Accreditation Recognition of Prior Learning.

The Professional Regulatory Commission, Department of Labor and Employment, Department of Education, Department of Science and Technology, Department of Trade and Industry, and Department of Budget and Management, along with other public and private sector agencies, are mandated to extend support.

The permanent Technical Secretariat is tasked with ensuring efficient and effective implementation of the ladderized system by supporting TESDA and CHED; it may also contract technical experts in areas like equivalencies, accreditation, curriculum development, and educational measurement.

TESDA and CHED are required to complete the system, policies, guidelines, procedures, and documentation within six (6) months from the issuance of the Executive Order.

The nationwide implementation should begin ninety (90) days after the completion and adoption of the system, starting initially in identified program areas and selected TVET and HE institutions.

The funds shall come from the budgets and development funds of TESDA and CHED, which may create special accounts; they may also seek international donations and grants for additional funding.

If any provision is held unconstitutional or invalid, the other provisions of the Executive Order shall remain effective and enforceable.

The Executive Order takes effect immediately upon its issuance.
