Republic Act No. 11716 amends Republic Act No. 7938, as previously amended by Republic Act No. 10677.

Any future increase in bed capacity must be consistent with the hospital development plan, which shall be prepared by the Department of Health (DOH).

The Secretary of the Department of Health (DOH), in coordination with the Secretary of the Department of Budget and Management and the Chairperson of the Civil Service Commission, and after consultation with the Chief of NMMC, shall determine the additional plantilla positions to be created.

Sections 2, 3, and 4 of RA 7938 are amended by RA 11716.

The increase in bed capacity from six hundred (600) to one thousand two hundred (1,200) beds shall be implemented immediately upon approval of the Act.

The number of medical personnel, the budget for personnel services, maintenance, and other operating expenses of the NMMC shall correspondingly be increased.

The Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.

The Act was signed by the President of the Senate Vicente C. Sotto III, Speaker of the House of Representatives Lord Allan Jay Q. Velasco, Secretary of the Senate Myra Marie D. Villarica, Secretary General House of Representatives Mark Llandro L. Mendoza, and the President of the Philippines Rodrigo Roa Duterte.

The Department of Health (DOH), Department of Budget and Management (DBM), and the Civil Service Commission (CSC) are involved in the implementation of this Act.
