The Act mandates that the existing professional health care services and facilities of the ITRMC shall be upgraded to conform with and be commensurate to the increase in bed capacity.

The existing workforce of ITRMC, including doctors, nurses, and support personnel, shall be increased correspondingly to the increase in bed capacity.

The Secretary of the DOH, after consultation with the Chief of Hospital of the ITRMC and in coordination with the Secretary of the Department of Budget and Management and the Chairperson of the Civil Service Commission, has the authority to determine the additional new positions to be created and filled up.

The Secretary of the DOH shall include the implementation of this Act in the Department's program, and the funding shall be included in the annual General Appropriations Act.

If any provision or part of this Act is declared unconstitutional, the remaining parts or provisions not affected shall continue to be in full force and effect.

This Act shall take effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.

Section 7 provides that all laws, executive orders, issuances, rules, and regulations inconsistent with this Act are hereby repealed or modified accordingly.
