The primary purpose of Republic Act No. 11501 is to increase the bed capacity of the Quirino Memorial Medical Center (QMMC) in Quezon City, Metro Manila from 500 beds to 1,000 beds, upgrade its professional health care services and facilities, authorize an increase in its medical personnel complement, and appropriate funds for these purposes.

The new authorized bed capacity of the Quirino Memorial Medical Center is increased to one thousand (1,000) beds from the previous five hundred (500) beds.

The Secretary of the Department of Health (DOH) is responsible for implementing the increase in bed capacity consistent with a hospital development plan prepared by the Medical Center Chief of QMMC.

The hospital development plan must reflect the developmental goals of the hospital and guide the increase in bed capacity, upgrade of health care services and facilities, and the corresponding increase in workforce.

The professional health care services and facilities at QMMC are to be upgraded to conform and be commensurate with the increased bed capacity.

The Secretary of the DOH, in coordination with the Secretary of the Department of Budget and Management and the Chairperson of the Civil Service Commission, and after consultation with the Medical Center Chief, determines the additional plantilla positions to be created and filled up.

Funding for the implementation shall be included in the annual General Appropriations Act and implemented through the DOH's program.

If any provision or part of the Act is declared unconstitutional, the remaining provisions not affected shall remain in full force and effect.

All laws, decrees, executive orders, issuances, rules, and regulations or parts thereof inconsistent with this Act are repealed, amended, or modified accordingly.

This Act took effect fifteen (15) days following its publication in the Official Gazette or in any newspaper of general circulation.
