Q&A (EXECUTIVE ORDER NO. 789)

The previous subsistence allowance rate was Ten Pesos (P10.00) a day, as prescribed in Presidential Decree No. 561 dated September 23, 1974.

The subsistence allowance was increased because the previous rate was no longer adequate to meet the quality and quantity of food needed by cadets to cope with the rigorous physical and mental demands of their curriculum, training, and activities.

EO No. 789 specifically applies only to cadets of the Philippine Military Academy and the Philippine Air Force Flying School, increasing their subsistence allowance.

Before EO No. 789, increases were made to the subsistence allowances of military personnel of the Armed Forces of the Philippines, uniformed members of the Integrated National Police, patients confined in AFP hospitals, and prisoners and detainees under PC/INP custody.

EO No. 789 took effect upon approval, dated March 28, 1982.

The increase was recommended by the Minister of National Defense and the Minister of the Budget.

Letter of Implementation No. 99 dated September 10, 1979 authorized the president to approve changes in basic salary schedules, longevity pay schedules, quarters allowance, subsistence allowance, and clothing allowance of uniformed personnel.

EO No. 789 amends the subsistence allowance rate set by Presidential Decree No. 561 by raising the allowance from Ten Pesos to Fifteen Pesos per day for cadets.
