The main purpose of Executive Order No. 32 is to include the Department of Transportation (DOTr) and the Department of Information and Communications Technology (DICT) as members of the National Disaster Risk Reduction and Management Council (NDRRMC).

The Department of Transportation (DOTr) and the Department of Information and Communications Technology (DICT) were added as members of the NDRRMC.

Under RA No. 10121, the NDRRMC is mandated to develop a comprehensive, all-hazards, multi-sectoral, inter-agency, and community-based framework for disaster risk reduction and management.

RA No. 10844 created the Department of Information and Communications Technology (DICT) and renamed the DOTC as the Department of Transportation (DOTr).

The DOTr is responsible for the maintenance and expansion of viable, efficient, and dependable transportation systems during rescue and relief operations in times of disaster.

The DICT is responsible for planning, developing, and promoting the country's information and communications agenda to support national development, including providing timely, accurate, and reliable information in times of emergency and disaster.

Funding requirements are to be included in the respective budgets of the Department of Transportation (DOTr) and the Department of Information and Communications Technology (DICT).

Section 3 provides that all orders, rules, regulations, or issuances inconsistent with this Executive Order are repealed, amended, or modified accordingly.

The separability clause states that if any part of the Order is found unconstitutional or invalid, the other provisions will remain in full force and effect.

The Executive Order took effect immediately upon its signing on July 12, 2017.
