The main purpose of MMDA Resolution No. 10-29 is to impose a standard service/towing fee for illegally parked and stalled motor vehicles and/or their attachments in any public road, street, or thoroughfare within Metropolitan Manila to deter violations, restore road order and safety, and cover administrative costs of towing operations.

The resolution covers light vehicles (cars, jeeps, and pick-ups with gross vehicle weight of less than 4,500 kilos), medium vehicles (trucks and buses weighing 4,501 to 7,500 kilos), and heavy vehicles (container vans, trailers, lorries with gross vehicle weight of 7,501 kilos and above).

Php1,500.00 for the first four (4) kilometers and Php200.00 for every succeeding kilometer, based on the distance to the impounding area.

Php2,500.00 for the first four (4) kilometers and Php200.00 for every succeeding kilometer.

Php4,500.00 for the first four (4) kilometers and Php200.00 for every succeeding kilometer.

The operator or owner of the motor vehicle, whether a natural or juridical person, is responsible for paying the standard service/towing fee.

The impounding area of the MMDA shall be in ULTRA and other areas that may be designated by the Chairman of the MMDA.

The resolution took effect fifteen (15) days after its publication in two newspapers of general circulation.

The resolution is pursuant to Section 6 of Republic Act No. 7924, which gives the MMDA authority over traffic enforcement and regulation in Metropolitan Manila.

The current minimal service/towing fees were insufficient for covering financial requirements for road improvements, upgrading road furniture, and administrative costs of towing operations.

The resolution was adopted by the MMDA Chairman, various city mayors within Metropolitan Manila, and the President of the MM Councilors League.
