The Metropolitan Manila Development Authority establishes a standardized towing fee structure for illegally parked and stalled vehicles to enhance road safety, deter violations, and address administrative costs associated with towing operations.

Questions (MMDA Resolution NO. 10-29)

To impose a standard service/towing fee for illegally parked and stalled motor vehicles and/or their attachments in any public road, street, or thoroughfare within Metro Manila, to deter violations and address administrative and road-safety costs.

Pursuant to Section 6 of Republic Act (RA) No. 7924.

When the operator/owner illegally parks or stalls a motor vehicle on any public road, street, or thoroughfare within Metro Manila.

It applies to any operator/owner of a motor vehicle, whether natural or juridical.

It covers both illegally parked and stalled vehicles, and/or their attachments.

Light Vehicles: Php1,500 for the first 4 km and Php200 for every succeeding km; Medium Vehicles: Php2,500 for the first 4 km and Php200 for every succeeding km; Heavy Vehicles: Php4,500 for the first 4 km and Php200 for every succeeding km.

Cars, jeeps, and pick-ups having gross capacity weight of less than 4,500 kilos.

Trucks and buses having capacity weight of 4,501 to 7,500 kilos.

Container vans, trailers, and lorries having gross capacity weight of 7,501 kilos and above.

Php200.00 for every succeeding km beyond the first four (4) km, using the impounding area as reference.

It explicitly uses the impounding area of the MMDA as the reference point for distance computation.

Ultra and other areas which may hereafter be designated by the Chairman.

It takes effect fifteen (15) days upon its publication in two (2) newspapers of general circulation.

It indicates a uniform fee schedule intended to standardize towing/impounding charges for illegally parked or stalled vehicles within Metro Manila under the resolution.

That operators/drivers allegedly disregard existing laws on stalled and illegally parked vehicles, contributing to the vehicular traffic problem along Metro Manila’s thoroughfares.

To deter drivers/operators from violating existing laws on illegal parking and stalled vehicles.

To restore/improve orderliness and safety on the roads for the benefit and welfare of motorists and commuters.

The operator/owner of the motor vehicle (whether natural or juridical) who illegally parks or stalls the vehicle.
