The Implementing Rules and Regulations (IRR) is of Republic Act No. 11661 titled, "An Act Separating the Celestino G. Tabuena Memorial National High School - Mercedes B. Peralta Senior High School Extension in Barangay Guinlajon, West District, Sorsogon City, Province of Sorsogon from the Celestino G. Tabuena Memorial National High School, converting it into an independent senior high school to be known as Mercedes B. Peralta Senior High School, and appropriating funds therefor."

The IRR primarily applies to the administration, organization, and procedures for the operation of the Mercedes B. Peralta Senior High School (MBPSHS) to achieve its purpose of offering a secondary education program while complying with relevant laws and mandates.

The law separates the Mercedes B. Peralta Senior High School Extension from the Celestino G. Tabuena Memorial National High School and converts it into an independent senior high school known as Mercedes B. Peralta Senior High School.

All personnel, assets, liabilities, and records of the Celestino G. Tabuena Memorial National High School - Mercedes B. Peralta Senior High School Extension are transferred to and absorbed by the newly independent MBPSHS.

A Learning Facilitator, as defined under Section 3(i) of RA 9155, is the key-learning support person responsible for supervising and facilitating the learning process and activities of the learner.

The school head is an instructional leader and administrative manager responsible for setting the school's mission, creating a conducive teaching environment, implementing the curriculum, administering resources, staffing, staff development, engaging the community, accepting donations for school improvement, and other functions as assigned by proper authorities.

SBM refers to decentralization of decision-making authority from higher DepEd levels to individual schools to improve learning outcomes through effective school leadership, teachers, students, parents, local government units, and community collaboration.

Initial funding for MBPSHS will be charged against the current year's appropriation of the former extension school, and thereafter the necessary operational funds will be included in the annual General Appropriations Act.

The IRR ensures compliance with the 1987 Constitution (Article XIV), RA 9155 (Governance of Basic Education Act), RA 10533 (Enhanced Basic Education Act), RA 11713 (Excellence in Teacher Education Act), and other education-related laws.

MBPSHS will be included in DepEd's Program of Expenditure, Enhanced Basic Education Information System (EBEIS), Learner Information System (LIS), and other DepEd management information systems for proper monitoring and management.
