It promulgates the Implementing Rules and Regulations (IRR) of R.A. No. 9323, which reclassifies a parcel of timberland in Barangay Atabay, Hilongos, Leyte, as alienable or disposable for residential, commercial, and other productive purposes.

All orders, circulars, and other issuances inconsistent with it are revoked or modified accordingly.
It takes effect fifteen (15) days after its publication in a newspaper of general circulation and fifteen (15) days from the date of filing with the ONAR.
