These rules apply to all rest areas, bus terminals, bus stops, bus stations and service stations and their premises, including establishments operating within their premises, whether privately or publicly operated, and personnel working there.

A bus terminal or bus station is a passenger station and a place for the final stopover or a permanent station, office and yard of buses, which may also serve as loading and unloading area for passengers.

All personnel including bus drivers, conductors, inspectors, mechanics, office personnel, and those working in shops/stalls within the premises must secure and possess an up-to-date health certificate issued by the city or municipal health officer before working.

The establishment must achieve at least a satisfactory rating based on the sanitary inspection of public places form, pay the prescribed fees, and comply with all sanitation requirements.

Overcrowding means the convergence of a large number of persons or motor vehicles closely accommodated together or adjacent to each other without order.
