The Moral Recovery Program (MRP) refers to the national campaign for moral renewal which includes objectives, strategies, and experiences aimed at promoting Filipino core values, moral renewal, and anti-corruption in government service.

Institutionalization refers to the formal and official recognition, acceptance, and inclusion of the Moral Recovery Program's vision, values, programs, strategies, and structures in the training and development programs of all government entities, along with the formal allocation of a regular budget for this purpose.

Integrity Circles are the basic operating units of the MRP's structure and promotional mechanism. They involve government and civil society organizations actively promoting their members' wholeness and integrity, facilitating the infusion of Filipino core values into organizational culture, systems, and processes.

The heads of government agencies are required to designate a Moral Recovery Officer (MRO) to initiate, convoke, and inspire the formation of Integrity Circles within their agencies.

The MRP National Secretariat is the implementing arm that monitors the performance of Integrity Circles across government agencies. It is composed of a National Program Director, an Executive Director, and Operations and Support Services Staff, tasked with overseeing policy formulation, day-to-day operations, and program implementation.

The KKKK is the Council of Exemplars that serves as the advisory and policy-making body of the Moral Recovery Program. Its members are selected from barangay to regional levels, embody Filipino core values, and are appointed by the President.

The rules mandate that the 1% agency HRD training appropriation be allocated and used for the initial implementation of the agency's Moral Recovery Program activities.

The MRP National Secretariat monitors the establishment and activities of Integrity Circles and submits quarterly reports on their accomplishments to the Office of the President through the Office of the Executive Secretary, with copies furnished to the Head of the Presidential Management Staff.

The government policy is to strengthen the moral resources of the Filipino people rooted in Filipino culture, values, and ideals that are Maka-Diyos (God-centered), Maka-Tao (humane), Maka-Bayan (nationalistic), and Maka-Kalikasan (environmentally conscious).

The rules took effect immediately upon their adoption on July 11, 1996.
