The purpose of NTC Memorandum Circular No. 7-8-95 is to promulgate the minimum requirements and criteria for the designation of candidates from NTC accredited Radio Amateur Clubs or Class A Amateur Radio Operators authorized to endorse for the renewal of amateur licenses and to conduct required orientation seminars.

Only Class A Amateur Radio Operators who meet the minimum requirements and criteria set by the NTC and who are accredited by recognized Amateur Radio Clubs can be designated to endorse the renewal of amateur radio licenses.

A Class A Amateur Radio Operator must submit: 1) a written application or letter of intent, 2) endorsement from an NTC accredited amateur radio club, 3) copy of valid Class A radio operator's certificate, 4) bio-data, 5) affidavit of no criminal or administrative conviction, and 6) proof of amateur activities.

An Amateur Radio Club must submit: 1) written application or letter of intent, 2) copy of valid radio club's Radio Station License, 3) copy of valid amateur Radio Operator Licenses of prospective instructors/speakers, 4) bio-data of instructors/speakers, and 5) latest semi-annual report of the club's operation as embodied in the Memorandum of Agreement (MOA).

The operator must be a bona fide and active member of a recognized Amateur Radio Club, hold a valid Class A certificate and have at least 3 years of active involvement in amateur activities, be a Filipino citizen of good moral character with an outstanding reputation and dedication in amateur service, and have no previous criminal or administrative conviction.

The club must be an NTC accredited amateur radio club for at least six months, have complied with all provisions of the Memorandum of Agreement with the NTC, and must have an office and working staff or personnel.

Applicants for designation must submit an affidavit of no criminal or administrative conviction, and having previous criminal or administrative convictions disqualifies them from designation.

The circular specifies that clubs must have been accredited for at least six months to qualify, and that operators must have been involved in amateur activities for at least three years, but it does not specify the duration of accreditation once granted.

The circular takes effect immediately upon its adoption on August 7, 1995, and supersedes all existing circulars, orders, or memoranda inconsistent with it.
