Q&A (MIA MEMORANDUM CIRCULAR NO. 61)

All Certificate of Public Convenience (CPC) holders operating wooden-hulled motorized vessels and steel-hulled vessels of 20 GRT or below are required to paint the MARINA logo.

The MARINA logo should be painted preferably at the most conspicuous part(s) of the vessel which can easily identify the vessel.

The Maritime Regional Offices (MROs) in whose territorial jurisdiction the vessels are operating have primary responsibility to enforce the MARINA Logo System.

The MARINA logo shall be blue for liner (passenger) vessels and yellow for tramp (cargo) vessels.

The required size of the MARINA logo is one (1) square foot for all covered vessels.

The MARINA may order removal or repainting if the vessel is technically wanting after evaluation, has expired passenger insurance, or violates terms and conditions of the CPC, Memorandum Circular No. 50, related rules, or the Public Service Act.

The MARINA provides the Philippine Coast Guard with monthly reports on vessels with logos that have expired CPCs for monitoring and apprehension if necessary.

The purpose is to conduct a nationwide and regional public information campaign to orient the public on the importance and implementation of the MARINA Logo System.

It took effect fifteen (15) days after its publication once in a newspaper of general circulation in the Philippines.

Typically, the MRO where the vessel is home-based implements the system, but more efficient and effective arrangements between Regional Offices can be made.
