Letter of Instructions No. 401 outlines the collaboration and responsibilities of various government agencies in the Tondo Foreshore and Dagatan-Dagatan Urban Development Project, including the National Housing Authority, Department of Public Highways, Development Bank of the Philippines, and Department of Finance, with the goal of upgrading housing sites, constructing buildings, providing infrastructure, and administering socio-economic development programs.

The National Housing Authority (NHA) is identified as the sole agency tasked by PD 757 to implement a comprehensive and integrated housing program, and it is specifically assigned major roles in upgrading, construction of sites/services, and socio-economic programs. For the component plan, multiple other agencies are directed to work together with the NHA (e.g., DPWTC, MWSS, DECS, DOH, DLGCD, DOL, DSW, etc.).

The NHA is to provide and facilitate upgrading, renovation, expansion and construction of sites and services; install and construct water and sewer lines inside the areas; determine alignments of major roads and bridges; jointly implement socio-economic programs by sharing costs for staffing, training, and supplies/materials; and build the extension of the community skills training center.

DPWTC/Bureau of Public Works undertakes the construction of specified public buildings (e.g., schools, health centers, playgrounds) on land provided but not otherwise funded under NHA’s program; constructs and maintains required waterways (esteros) in Dagat-Dagatan according to agreed designs; and conducts transportation and land use development studies, including national transport system studies and revision of the 4-year transportation investment program, with adequate budgeting.

MWSS is to construct the sewerage outfalls required by the project, and it is responsible for operation and maintenance of the sewerage and water system, including the stabilization pond. It must program adequate funds for O&M.

DEC shall operate and maintain school facilities and provide technical assistance staff and logistics for the joint implementation of the education and cultural advancement program of the project, with adequate funds programmed.

DOH shoulders the cost for the X-ray laboratory unit, two 25-bed capacity clinics, and the ambulance service; and provides technical assistance, staff, supplies (equipment and medicine), and logistics to operate and maintain health centers/clinics, and to implement health, nutrition, and family planning programs, with adequate funds programmed.

DLGCD provides technical assistance and logistic support for the Community Organization and Development Program and Community Training Program, including organization and development of cooperatives, leadership and citizenship training, and barangay-related matters, with adequate budgeted funds.

The Department of Labor (DOL), specifically the National Manpower and Youth Council, together with DSW and NHA, is to implement the Manpower Skills Training and Job Placement Program for Tondo Foreshore and Dagat-Dagatan. DOL must include adequate funds in its budget.

DSW provides equipment for the community skills training centers; operates and maintains integrated social and welfare units; implements social and welfare services such as income-generating activities, manpower development program, social referral cases, and day-care center programs; assists Project Tulungan and the Philippine National Red Cross in activities relating to movement of households (including training and direct services); and programs adequate funds.

The Department of Industry (DOI), Department of Trade (DOT) Technical Assistance Center, and UP Institute of Small Scale Industries (UPISSI) jointly promote and implement the small industries development program, including identification of viable industries, organization, management and marketing assistance, consultancy, program implementation and evaluation—each with adequate budgeted funds.

Project Tulungan shoulders the cost for upgrading Tulungan Centers and provision of equipment for rehydration clinics and staff; and maintains and operates the health centers/clinics, X-ray laboratory, and sputum microscopy in coordination with Metro Manila Government, DOH, and NHA.

The Commission on Population provides contraceptive supplies for family planning services and, together with the Department of Public Information, provides IEC materials to the different centers in Tondo Foreshore. It must also provide technical assistance in program planning, implementation, and evaluation, and include adequate funds in its budget.

The Bureau of Agricultural Extension, Bureau of Plant Industry, and Bureau of Animal Industry provide technical support and coordinate with other agencies to implement the nutrition program and other income-generating projects for Tondo Foreshore and Dagat-Dagatan, with adequate funds included in their respective budgets.

It implements the volunteer service training program with DOH and DEC, particularly training Barangay Volunteer Medics, Volunteer Nurses, Teachers, and other related training programs. Adequate budget must be included.

The Philippine Port Authority assists in the implementation of the relocation program for the International Port residents, and must include adequate funds for that purpose.

DPH constructs, operates, and maintains national roads, highways, and bridges in Tondo Foreshore and Dagat-Dagatan, including the spine road in Dagat-Dagatan, and other required highway projects. It must include adequate funds in its budget.

DPH, with cooperation of DPWTC and other agencies, constructs junction and bus shelters and provides signals, signal linking equipment, and mobile radios to improve use of existing infrastructures.

DBP provides complete banking services, including sharing credit risk; administers the small business loan program funds; assists NHA in implementing NHA’s housing materials loan program; and undertakes project evaluation upon request of NHA.

The Commissioner of the Budget ensures each department/agency includes project requirements and peso counterparts of technical assistance in annual budgets; the Department of Finance administers the foreign loan obtained from IBRD by the National Government; and the Secretary of DPWTC forms a coordinating unit to monitor, supervise, and handle communications and transactions with IBRD to comply with the foreign commitment of the National Government.

Completed public buildings and utilities are turned over for maintenance and operation to the Government of Metropolitan Manila (the local jurisdiction) and O&M costs must be included in the normal municipal/city/agency budget. After a five-year development period, NHA turns over administration of socio-economic development programs to concerned agencies, which then assume full operating and maintenance costs.
