It establishes guidelines for mandatory testing and stenciling of locally manufactured and imported firearms for licensing, including creation/maintenance of a ballistics database and increasing the output of test firing and stenciling.
The PNP Crime Laboratory (PNP CL) is the OPR for conduct of firearms testing/samplings and stenciling for licensing, and for maintenance of the ballistics database and safekeeping of test bullets/cartridge cases and stencils.
To ease congestion in the PNP CL due to increasing numbers of firearms needing testing and stenciling; off-site testing is considered only for manufacturers with production output of not less than 500 firearms per month.
An approved venue outside PNP CL with required facilities where firearm testing and stenciling can be performed and managed by personnel designated by PNP CL and FEO-CSG.
The Forensic Firearms Examiners and Technicians of the PNP Crime Laboratory.
All data of firearms to be indorsed must first be encoded in the Firearms Information Management System (FIMS) for proper accounting.
The fee is P350.00 per firearm; however, if the manufacturer/importer/dealer provides five (5) rounds of the prescribed ammunition, the fee is P250.00 per firearm.
PNP CL issues four copies: (1) original submitted to FEO with licensing documents; (2) second copy maintained by FAID/PNP CL; (3) third copy provided to manufacturer/importer/dealer; (4) fourth copy intended for the licensee.
The validating is done by the testing Forensic Firearms Examiner, approved by the Chief, FAID, and noted by the Director, PNP CL or authorized representative; counterparts at RCLO note when testing is at regional level.
For purposes of firearm testing, the standard ammunition shall be full metal jacket and copper coated ammunition.
After the PNP CL issues the Order of Payment, the manufacturer pays at the Land Bank; only after payment is made can the manufacturer coordinate for scheduling with PNP CL and FEO-CSG.
At PNP CL headquarters, PNP Training Service Target Range, or at the manufacturer’s approved site recommended by C, FEO-CSG and D, PNP CL and approved by DO.
Weekdays only, from 8:00 AM to 3:30 PM.
The Forensic Firearms Examiner and Ballistician collect the specimens/stencils, then secure, transport, and turn them over to the Evidence Custodian of the Firearms Identification Division (FAID), PNP CL.
Every 5th day of the month for consolidation.
They must be transported and deposited at the FEO Storage; before transport, FEO-CSG coordinates with manufacturers and PROs to provide security escorts to ensure safe transport.
It takes effect after fifteen (15) days from filing a copy with the University of the Philippines Law Center in accordance with Sections 3 and 4, Chapter 2, Book VII of EO No. 292 (Revised Administrative Code of 1987), as amended.
