A panel composed of one representative each from the Office of the Undersecretary for Environment and Research-DENR, Protected Areas and Wildlife Bureau, Commission on Audit, and an appropriate NGO determined by DENR.

The sale shall be done either through negotiated sale or sealed bidding, depending on the discretion of the supervising panel.

The selling party is responsible for the capture, provision of holding/acclimatization pen and crate, and shipment of the animals, with costs included in the quoted CIF price.

Foreign-based buyers must pay in US Dollars before shipment of the animals. Local buyers may pay either in US Dollars or the equivalent value in Philippine pesos. All transactions must be covered by an irrevocable Letter of Credit opened before capture.

Buyers must be recognized local or foreign scientific, research, or zoological institutions with proven expertise; government or private organizations registered and recognized in wildlife research; or private individuals owning zoos/animal collections registered with DENR possessing proper expertise and financial capability.
