Guidelines are provided for compliance with Executive Order No. 248, requiring foreign trips involving delegations or groups to be cleared under a single proposal, with minimized group size and clearly defined roles, to ensure proper authorization and coordination.

Q&A (MEMORANDUM CIRCULAR NO. 26)

The main purpose is to provide guidelines on foreign trips involving delegations or groups of two or more persons requiring prior clearance from the Office in accordance with Paragraph 3, Section 8 of Executive Order No. 248, Series of 1995.

It implements Paragraph 3, Section 8 of Executive Order No. 248, Series of 1995.

Clearance must be granted by the specified Office referenced in the Memorandum Circular.

They must be submitted under a single proposal to the Office for clearance.

The size should be minimized and the composition carefully determined to avoid overrepresentation and to prevent amendments after issuance of the travel authority.

The lead or coordinating agency is responsible for submitting the travel proposal.

The guidelines took effect immediately upon adoption on September 12, 2002.
