It is issued pursuant to Sections 2-b, 6-a(ii), (iii), and (x) of P.D. 857 (Philippine Ports Authority law).

To prescribe load limits for reconstructed and unrehabilitated piers; protect pier decks from damage/premature deterioration due to overload; and ensure safe continued use for efficient cargo movement.
Load Limit is the maximum load imposed on the pier decks of 500 pounds per square foot (psf) or 2.44 tons per square meter (tsm) on rehabilitated piers.
200 pounds per square foot (psf) or 0.98 tons per square meter (tsm).
It is any general cargo, equipment, or article with gross weight of more than 30 tons.
The Working Apron shall be strictly used for loading/unloading. During operations, only temporary 1-high stacking of containers (loaded or empty) is allowed and only with the ship’s gear or traveling rail crane; after operations, it must be cleared of containers, cargoes, chassis, cargo-handling equipment, and other load-bearing obstructions.
Heavy equipment weighing more than twenty-five (25) tons shall not be allowed entry into the pier for stacking of loaded containers.
Yes, provided that A12-inch thick steel plates and/or 3–4 pieces of logs are laid out on the working apron to prevent damage on concrete curbs/pavement and cushion load impact.
Empty containers: maximum of 3-high. Loaded containers: not allowed at those areas.
Only 2-high stacking is permitted for reloading onto the vessel or trucks by the rail crane; in no case shall containers be stacked directly under the spreader of the traveling rail crane.
Loaded and empty containers shall not be stacked at the open storage areas of Pier 13.
General cargo storage is allowed if it does not exceed 500 lbs./sq. ft. or 2.44 tons/sq. m. in Piers 5, 9, and 15. For unrehabilitated Piers 3 and 13, the imposed limit of 200 lbs./sq. ft. or 0.98 tons/sq. m. must be strictly observed; after rehabilitation of Piers 3 and 13, the 500 psf limit applies.
Allowed only as temporary storage and subject to the prescribed load limits.
As a general rule, handling such heavy lifts is not allowed; however, discharge is permitted if a multi-tyred low-bed trailer is used to ensure even distribution and compliance with prescribed load limits, and prior approval must be secured from the Authority.
The trailer must be driven to solid ground; the cargo released only after documentary requirements are complied with and clearance is granted.
The same must be discharged shipside unto appropriate means of transport (rather than on the pier).
A floating crane shall be required to discharge the cargo unto the pier, subject to the conditions in paragraphs 5.4.1 and 5.4.2.
Non-compliance constitutes an administrative violation punishable under Section 43 of P.D. 857, as amended, and the offender is likewise liable for the cost of damage to facilities arising therefrom (borne by the responsible party).
It takes effect fifteen (15) days after publication in a newspaper of general circulation. All PPA issuances inconsistent herewith are repealed or amended accordingly.
