The legal authority is Sections 2-b, 6-a(ii), (iii), and (x) of Presidential Decree No. 857.

It applies to all piers and Muelle de San Francisco Street of South Harbor.

The load limits are 500 pounds per square foot (2.44 tons per square meter) for rehabilitated piers, and 200 pounds per square foot (0.98 tons per square meter) for unrehabilitated piers.

Heavy Lift is defined as any general cargo, equipment, or article with a gross weight of more than 30 tons.

The Working Apron must be strictly used for loading/unloading operations, temporary 1-high stacking of containers only with the ship's gear or traveling rail crane, heavy equipment over 25 tons is prohibited entry for stacking, logs discharge requires protective steel plates or logs laid out, and the apron must be cleared after operations.

Empty containers may be stacked up to 3-high, but loaded containers are not allowed to be stacked at these piers' open storage areas.

Non-compliance is an administrative violation punishable under Section 43 of P.D. 857, as amended, and the offender is liable for the cost of damage to the facilities.

Handling is generally not allowed unless multi-tyred low-bed trailers are used to distribute weight and prior approval from the Authority is secured; if load limits cannot be met, discharge must be shipside or by floating crane subject to conditions.

All inconsistent PPA issuances are repealed or amended accordingly.

The Order took effect fifteen (15) days after its publication in a newspaper of general circulation.
