The Guidelines serve as a policy for the implementation of an efficient and effective computerized system for Cooperative Annual Progress Report (CAPR) submission.

These Guidelines are anchored on Section 13 of RA 6939, considering provisions of Art. 53 of RA 9520 (Philippine Cooperative Code of 2008) and Section 2, Rule 8 of the Implementing Rules and Regulations of RA 9520.

They apply to all types and categories of cooperatives registered with the Cooperative Development Authority (CDA) and its Extension Offices.

An Authorized Representative is a person designated in writing by the cooperative to encode and submit the Cooperative Annual Progress Report to the CDA.

Cooperatives have the right to encode and submit required data, view encoded data, and download and print their respective encoded data.

The Executive Director, through the Director of the Legal and Registration Department, has this authority.

All registered cooperatives must submit an official email address supported by a Board of Directors resolution to the official email address of the appropriate CDA Extension Office.

The Supervision and Examination Unit/Section is authorized to correct erroneous data after securing prior permission from the concerned cooperative and approval from the Legal and Registration Department Director or Regional Director.

Such actions shall be dealt with according to appropriate laws and may result in administrative sanctions.

The Director of the Legal and Registration Department and the CDA Extension Office Directors are responsible for ensuring proper authorization and familiarity of users.
