Title
Guidelines for Cooperative Re-registration 2009
Law
Cda Memorandum Circular No. 2009-01
Decision Date
Mar 23, 2009
The Philippine Cooperative Development Authority (CDA) issues guidelines for the re-registration of cooperatives to confirm their legal status, with failure to comply resulting in the loss of registration.

Q&A (CDA MEMORANDUM CIRCULAR NO. 2009-01)

The guideline covers the re-registration of all registered and confirmed cooperatives with the Cooperative Development Authority (CDA) regardless of types and categories, excluding those that have been cancelled or ordered dissolved.

The re-registration period starts immediately upon the effectivity of the guideline and ends on March 23, 2010.

Re-registration is the act of the CDA confirming the juridical personality of registered and confirmed cooperatives through the issuance of a new certificate of registration.

A cooperative that fails to re-register shall be deemed cancelled, resulting in automatic termination of its legal existence and juridical personality, extinguishing all its powers, rights, and privileges.

A cooperative must submit: 1) photocopy of certificate of registration/confirmation including amendments, 2) photocopy of registered articles of cooperation and amendments, 3) photocopy of registered by-laws and amendments, 4) original latest audited financial statements, and 5) registration fee of Php 200.00.

Primary and secondary cooperatives shall file their application at the concerned CDA Extension Office where the cooperative was originally registered.

They must file an online application using the Cooperative Identification Number (CIN) as username at the CDA website, fill out the required form, submit it online, print the checklist of required documents, and submit the documents to the CDA Extension Office.

They should seek assistance at their affiliated union, federation, nearest National Electronic Registration Business Action Center (NERBAC), or CDA Extension Office, where an officer will assist in filing the online application on their behalf.

All CDA Extension Offices must utilize tri-media communications, and the Cooperative Research Information and Training Division (CRITD) will prepare information materials to promote re-registration awareness.
