DECS Order No. 21 disseminates and applies CSC Office Memorandum No. 67, s. 1997 by providing uniform guidelines on the processing of appointments of teachers to implement R.A. No. 7836, particularly to ensure security of tenure of qualified incumbent teachers as of December 16, 1994.

They may continue in the teaching service under provisional status until September 20, 2000 upon submission of temporary or special permits issued by the BPT.

If issued during the interim period, the appointment for change of status from provisional to permanent shall be approved.

DECS through its Regional/Division Offices shall furnish CSROs and CSFOs masterlists of incumbent teachers as of December 16, 1994 for validation/verification purposes.
