Guidelines established by the Department of Labor and Employment to regulate the conduct of job fairs by private entities, NGOs, and educational institutions aim to enhance employment facilitation services, ensure compliance with labor laws, and support anti-illegal recruitment efforts.

To fast-track delivery of employment facilitation services to targeted groups (the poor, unemployed, new labor force entrants, displaced and returning migrant workers), assist employers in filling vacancies, and strengthen anti-illegal recruitment efforts of DOLE.

Jobs fairs conducted, hosted, sponsored, and/or co-sponsored by private entities, non-government organizations, and educational institutions, and participated in by accredited employers, PRPAs, PEAs, and/or registered contractors/sub-contractors.

By filing a written request with the DOLE Regional Office (copy furnished the PESO) at least ten (10) working days before the scheduled date, including the list of participating employers and agencies with copies of licenses/registration certificates and job orders/vacancies, indicating the proposed date and venue.

Private employment agencies must properly secure the Provincial Recruitment Authority (PRA) from POEA.

The DOLE Regional Director (or authorized representative) must inspect the venue and verify job vacancies, job orders, and the licenses of participating employers/agencies within five (5) working days from receipt of the request.

They must be matched with the skills registry in the area.

DOLE must evaluate and approve the request in writing within five (5) working days from receipt of the request, and furnishes the PESO concerned with a copy of the approval.

Representatives of the DOLE Regional Office and/or the PESO supervise the conduct to ensure conformity with existing rules. If private employment agencies participate, POEA representatives also supervise for compliance with POEA rules.

Jobs fair procedures must be posted in conspicuous places in the venue.

They must submit a Jobs Fair Terminal Report before leaving the venue (using the prescribed form) to the duly authorized representative of the PESO; then submit Jobs Fair Placement Reports to the Regional Office (copy furnished the PESO) within one (1) month and every month thereafter until final submission.

They must submit Jobs Fair Deployment Reports to POEA (copy furnished the Regional Office and PESO) within ninety (90) days after the jobs fair and monthly thereafter until final report is submitted.

No fees whatsoever shall be collected from job seekers or applicants in the jobs fair. Placement fees/service fees must comply with existing rules for local employment recruitment agencies and POEA rules for overseas employment recruitment.

No advertisement or press should be made by the organizer/s or host/s without proper clearance from the Regional Office; if overseas recruitment agencies/overseas job vacancies are included, proper clearance/s from POEA must also be secured.

Educational institutions may conduct jobs fairs without seeking DOLE approval if they are solely for their students/new graduates, held within their premises, and the participating entities/companies are hiring for their own staff complement; however, DOLE/PESO may supervise or monitor. If they fail to conform, all other guideline provisions apply.

The requesting party shall shoulder all administrative costs in the conduct of the jobs fair.

Violations involving recruitment and placement for local employment are punishable under Articles 39 and 288 of the Labor Code, as amended. For overseas employment, the pertinent provisions of RA 8042 and its IRR/POEA rules apply. The penal provision applies only to recruitment and placement agencies participating in the jobs fair.
