The general objective is to fast-track the delivery of employment facilitation services to the poor, unemployed, new entrants to the labor force, displaced, and returning migrant workers throughout the country; assist in filling vacancies of employers; and strengthen support for the anti-illegal recruitment campaign of the Department of Labor and Employment.
A Jobs Fair is defined as an employment facilitation strategy to fast-track the meeting of job seekers and employers, licensed/authorized recruitment agencies, and registered job-contractors/sub-contractors in one specific venue on a specified date, and to disseminate information on other DOLE programs and services.
Any private entity, non-government organization, or educational institution with a legal and juridical personality existing under Philippine laws can be the requesting party to host or sponsor a Jobs Fair.
The requesting party must file a request at least ten working days before the event. The DOLE Regional Director or authorized representative conducts an ocular inspection of the venue, verifies job vacancies and licenses within five working days, and evaluates and approves the request within five working days, furnishing a copy to the PESO.
They must have a valid POEA License and Provincial Recruitment Authority from the POEA, have available job orders, and secure proper license and clearances.
No fees whatsoever shall be collected from the job seekers or applicants in the Jobs Fair. Collection of placement fees from applicants and service fees from principals shall follow existing Rules and Regulations governing recruitment and placement agencies.
Yes, provided the Jobs Fair is solely for their students and new graduates, conducted within their premises, and the participating entities are hiring for their own staff complement. Otherwise, all other provisions of the guidelines apply.
Violations shall be punishable in accordance with Articles 39 and 288 of the Labor Code, as amended.
Representatives from the Regional Office and/or the PESO supervise the conduct of the Jobs Fair. If private employment agencies participate, POEA representatives also supervise to ensure conformity with POEA Rules and Regulations.
Before leaving the venue, participants must submit the Jobs Fair Terminal Report. Within one month after the Jobs Fair and monthly thereafter, participating employers, companies, PRPAs, and contractors shall submit the Jobs Fair Placement Report to the Regional Office with a copy to the PESO. Private employment agencies must submit the Jobs Fair Deployment Report to the POEA within 90 days after the Jobs Fair, copy furnished the Regional Office and PESO.
