The main purpose of Batas Pambansa Bilang 344 is to enhance the mobility of disabled persons by requiring certain buildings, institutions, establishments, and public utilities to install facilities and other devices for accessibility.

Republic Act No. 7277 provides for the rehabilitation, self-development, self-reliance of disabled persons, and their integration into the mainstream of society.

It applies to all owners/operators of inter-island vessels and watercrafts in the Philippines.

'Disabled persons' are those suffering from restriction or different abilities, as a result of a mental, physical or sensory impairment to perform an activity in the manner or within the range considered normal for a human being.

At least one deck in passenger ships must have accessible ramps, passageways, access to gangways, galleys, toilets, safety equipment, and berths/cabins conforming to specified requirements; at least ten fixed berths/seats with markings near exits/entrances; stations and lifejackets for disabled persons; designated crew members as coordinators; designated seats near gangways in passenger-ferries; and posting of accessibility posters.

Provisions include availability of wheelchairs/stretchers at the waterfront or port, Disabled Persons stations at booking offices, and assignment of at least two shore-based shipping company personnel as accessibility coordinators.

Disabled persons are given priority and preference in boarding, disembarking, and using all facilities onboard vessels, and must be assisted by designated personnel onboard.

They must present a valid identification card issued by the National Council for the Welfare of Disabled Persons (NCWDP), unless their physical disability is evident.

First violation is subject to a fine of not less than P50,000 but not more than P100,000; subsequent violations carry a fine of not less than P100,000 but not more than P200,000.

Complaints shall be reported to the nearest office of the Maritime Industry Authority (MARINA) for appropriate action.

Any person who abuses the privileges shall be liable to applicable penalties and sanctions imposed by RA 7277, BP 344, and their implementing rules and regulations.

It took effect fifteen (15) days after its publication once in a newspaper of general circulation from March 16, 1995.
